The City of Belding has several boards, councils and commissions that serve a variety of functions for the City. If you are interested in serving, please send a letter of interest, along with a completed application form (download here as PDF) to the Belding City Clerk, 120 S. Belding City Council - Meets the 1st and 3rd Tuesdays of Each Month

The Belding City Council convenes at 7 p.m. at the Pere Marquette Depot, 100 Depot St.

Board of Review - Meets in March, July and December

The Board of Review is a three-person committee appointed by the City Council with a one-year term. The purpose of the Board is to revise and correct assessments and authorize changes, additions or corrections to the assessment roll.

Construction Board of Appeals - Meets as needed.

The Construction Board of Appeals is a three-person committee appointed by the City Council with four-year terms. The Board hears and decides appeals from the decisions by the City Building Officials in their enforcement of the Building Codes as adopted by the City Council.

Downtown Development Authority (DDA) - Meets as needed.

The Downtown Development Authority is a twelve-person committee appointed by the City Council. The board will be involved with the creation and implementation of development plans in the downtown district and with the promotion of economic growth.

Development Area Citizens Council - Meets as needed.

The Development Area Citizens Council is a nine-person committee appointed by the City Council for a one-year term or until successors are appointed. The function of the council is to act as an advisory board to the DDA and the City Council in the adoption of the Downtown Development and Tax Increment Financing Plans.

Housing Commission - Meets last Thursday of month - 6 p.m.

The Belding Housing Commission is a five-person committee appointed by the City Council for five-year terms. In accordance with the United States Housing Act of 1937, the mission of the Belding Housing Commission is to provide decent, safe, and sanitary housing and maintain it in good repair for persons who meet eligibility requirements. The role of the Belding Housing Commission board member is to provide leadership, set policy, and ensure the proper administration of the program, through its Executive Director. The commission is responsible to the U.S. Department of Housing and Urban Development under the Annual Contributions Contract, the State of Michigan under Public Act 18, and the City of Belding under the Cooperation Agreement. Commission members must have integrity, be objective, and must devote adequate time and effort at regularly scheduled meetings to review reports on operations. Belding Housing Commission is a Fair Housing and Equal Opportunity agency.

Library Board - Meets 4th Tuesday of month - 6 p.m.

The Alvah N. Belding Memorial Library shall be administered by a library board which consists of five directors which are appointed by the City Council with five-year terms. The Board has the duty to control and govern the library premises, and for that purpose it may make or adopt such bylaws, rules or regulations for the government of the library as may be expedient and consistent with the Charter of the city and the general law of the state.

Museum Advisory Board - Meets 4th Tuesday of month - 4:30 p.m.

The Museum Advisory Board is a seven-person committee appointed by City Council serving three-year terms. The Board advises the city council and city manager on matters concerning the operation and betterment of the museum in the city and establishes priorities of projects.

Personnel Board - Meets as needed.

The Personnel Board is a five-person committee appointed by the City Council serving five-year terms. The Board advises the City Manager and City Council on matters of compensation for City Council, changes to the Personnel Policy, and hears personnel grievances at the request of the City Manager.

Planning Commission - Meets the 4th Tuesday of each month - 6:30 p.m.

The six voting members of the Planning Commission are appointed by the City Council serving three-year terms. The Board adopts a Master Plan for the physical development of the city, reviews the Capital Improvements Plan, recommends zoning changes, approves plats and governs the subdivision of land.

Property Maintenance Code Board of Appeals - Meets as needed.

The Property Maintenance Code Board of Appeals is a three person committee appointed by the City Council with three-year terms. The Board hears and decides appeals from the decisions by the City Officials in their enforcement of the Property Maintenance Code as adopted by the City Council.

Recreation Advisory Board - Meets as needed.

The Recreation Advisory Board is a five person committee appointed by the City Council with three-year terms. In addition, one student who is a junior in the Belding High School and a resident of the city shall be appointed as a non-voting member. The Board advises the city council and city manager on matters concerning recreation in the city and makes recommendations on the location of sites for parks and recreational areas to the city council. The board also recommends such measures as it deems necessary and proper for the betterment of the city recreation program.

Tax Increment Finance Authority Board (TIFA) - Meets as needed.


The Tax Increment Finance Authority (TIFA) is a seven-person committee appointed by the City council with four-year terms. The TIFA engages in long-range planning for the TIFA development area which will increase the economic viability of these areas. The TIFA Board also serves as the Local Development Finance Authority Board (LDFA) and the Brownfield Redevelopment Authority Board.

The Brownfield Redevelopment Authority was established by City Council in 1998. It encourages redevelopment of environmentally contaminated property by providing financial incentives for both the cleanup and redevelopment.

Zoning Board of Appeals - Meets as needed.

The Zoning Board of Appeals is a five-person committee appointed by the City Council with three-year terms. The powers of the board of zoning appeals include: hearing of appeals, granting of temporary uses and buildings, and hearing cases of a change of use from one non-conforming use to another non-conforming use.
